家庭事业难两全 海外华人子女监管现"真空" 监管缺失遭控告据西班牙报纸《莱万特》4月15日报道,日前,马德里一名6岁华人女童被父母独自留在家中时,失足从二楼阳台坠落,身体出现了多处骨折,但所幸没有生命危险。事故发生后不久,女童的父母因监管不当遭受警方调查。在西班牙,擅自留未成年人独自在家已经涉嫌违法。一旦被举报发现,父母很有可能失去对亲生子女的监护权,而孩子将会被送往儿童保护中心等相关机构接受抚养。“其实我对这个新闻并不惊讶,因为这是西班牙的一种普遍现象。”西班牙华人叶雪婷在接受本报采访时表示,“大多数华人并没有意识到把小孩独自放在家里的危险性,他们可能觉得五六岁已经是可以自我管理的年龄,相较于外国人,这想法过于松懈。”不只是西班牙,很多西方国家同样制定了严格的儿童保护法规。美国法律规定,如父母将子女单独留在家中发生意外,当地警察或儿童权利机构人员可能“登门拜访”。在意大利,小学生必须由父母或指定监护人接送。家长如果连续多次不按时接学生回家,司法机构将对家长提出监护权司法诉讼,并有权另外指定学生的监护人。 (Why?)
