Wie soll man eine Technologie regulieren, die theoretisch um den gesamten Globus reicht? Ein dezentrales Netzwerk, so der naheliegende Schluss, muss man ebenso auf globaler Ebene regulieren. Gerade bei bitcoin, hinter dem keine zentrale Institution steht, wird es zudem schwierig, jemanden zur Verantwortung zu ziehen.

Umso mehr sind Richtlinien auf transnationaler Ebene gefordert. Während sich die Regulierungsvorhaben im europäischen Raum in die unterschiedlichsten Richtungen ausgestalten, erwartet man sich vom anstehenden Gipfeltreffen in Japan neue Richtlinien, die auf alte Probleme abzielen.

Alte Probleme im Fokus des G20-Gipfels in Japan

Daher soll der anstehende G20-Gipfel am 28. und 29. Juni im japanischen Osaka Klärung bringen. Das entsprechende Meeting zu globaler Digital Economy ist bereits für den 8. und 9. Juni anberaumt. Wie Yahoo Japan berichtet, stehen dabei vor allem die üblichen Fragen im Mittelpunkt: Verhinderung von Geldwäsche, Know-Your-Customer-Regelungen sowie Anti-Terror-Richtlinien.

Tenor grundsätzlich positiv

Bereits beim letzten Treffen in Argentinien standen Kryptowährungen auf der Agenda des G20-Gipfels. Im Abschlusskommuniqué war die Grundstimmung gegenüber der Blockchain-Technologie grundsätzlich aufgeschlossen. Um als souveräne Währungen gelten zu können, so jedoch der Einschub, fehle es Kryptowährungen bisher an einigen zentralen Sicherheitsmaßnahmen. Dementsprechend hieß es in der Abschlusserklärung:

Technologische Innovationen, einschließlich jener, die Kryptowährungen zugrunde liegen, können erhebliche Vorteile für das Finanzsystem und die Wirtschaft im weiteren Sinne mit sich bringen.

Klare Richtlinien erwartet sich die Community vor allem in Deutschland. Die bekannte Uneinigkeit zwischen den Instanzen, die sich zuletzt in einem Urteil des Kammergerichts Berlin zeigte, spricht hier Bände. Dabei erklärte die zuständige Behörde, dass die BaFin bei ihrem Verbot von bitcoin ATM ihre Kompetenzen deutlich überschritten habe. Bisher gab es jedoch keine neue Regelung bezüglich der Krypto-Automaten.
