When I try to send some btc from my Xapo wallet, I always get a “You don’t have enough funds to send the amount entered.”, though there are surely enough funds. I have $3.91 stuck there!!!!!! 
I saw that (Available bits 0.00 ) I guess that your transaction or that 0.003 BTC is still not confirmed from the network. Just wait for it before it get confirmed. That’s why it show’s the you don’t have enough funds to send. Wait for it buddy for a couple of minutes once your receiving bitcoin will be confirmed, you will able to send it after.
