It seems to me that the Russian government admitted that they do not possess blockchain expertise and do not understand even the development vector. Lord, why is that so? The working groups in the State Duma were in vain?

On the Russian agenda of the blockchain the most important issue is the dilemma:
1.) To accept the cryptocurrency of material value and money can not be, otherwise the mining ban as the emission under Russian law, can only be carried out by the Central Bank.
