Has anyone invested in these projects that operate ‘outside of government jurisdiction’?

I've seen a few of these outlaw type ICO's, and the idea of it is fascinating to me. I'm curious if there have been any that have worked out and managed to stay up? I'd love to see some examples. If they're decentralized are they truly subject to no laws?
